Description: the Evaluation of the ‘Jordan School Construction and Rehabilitation Project’ was launched in August 2006 to support the Ministry of Education’s efforts in enhancing the learning environment, and increase access to schools as part of the Government of Jordan led Education Reform for the Knowledge Economy initiative. Worth $199 million, USAID’s project comprised of constructing 28 new schools and rehabilitating 100 existing ones across Jordan. The project’s primary focus was to reduce overcrowding in public schools, replace rented and double-shifted schools, and provide safe school environments to respond to the needs of the Ministry of Education’s reform efforts.
ASK’s Role: ASK was commissioned to evaluate the impact of USAID’s project on school community stakeholders and beneficiaries in the before-mentioned 128 schools. ASK, as the educational expert with substantial experience in Monitoring and Evaluation services, was selected to lead a Consortium that it brought together with top Jordanian engineering firms for the evaluation of USAID’s multimillion, large-scale JSP project.
ASK adopted a participatory approach to the evaluation, conducting more than 1,147 questionnaires, 3 regional workshops, 32 interviews and meetings with representatives from all key stakeholders and beneficiaries. These included students, teachers, principals, local community members, field directorate representatives, Ministry of Education and Ministry of Public Works and Housing key personnel, as well as USAID representatives. The evaluation of the project was concluded with a comprehensive report that offered conclusions and lessons learned on its achievements and its impact on school community members in the 128 schools. Most importantly, the report offered action-oriented recommendations to carry out and improve similar future interventions. The quality of the report was reflected in USAID’s rating of the report as being “Exceptional”.
