Beneficiaries: 2,840 school staff members, 288 field directorate personnel in 42 field directorates

Objective: to provide a comprehensive capacity building program including an intensive Training of Trainer component to enhance beneficiaries’ skills in utilizing and analyzing relevant and concrete data about their schools to make better informed, data-driven decisions, ultimately improving overall student performance.

Description: through the Educational Management Information System (EMIS), schools are capable of accessing multiple queries and correlations based on concrete data to resolve emergent challenges within their schools. These queries include students’ achievement, behavior and attendance, teachers’ attendance and other correlations relevant to school performance. This approach enables schools, field directorates and central Ministry of Education personnel to have direct access to data related to their schools.

ASK’s Role: ASK designed, developed and implemented tailored professional development workshops for the Data Use for Decision Making Program’s beneficiaries, which included an intensive Training of Trainer component. The program enabled beneficiaries – including leadership teams – to analyze, respond to and plan in response to the queries and correlations found on the EMIS, in order to improve school performance. The program aimed to raise the participants’ efficiencies in the workplace, and determine the priorities, actions and procedural plans to overcome the challenges impeding their school performance

Project Components:

  1. Professional Development Workshops

The Data Use for Decision Making program – offered in 568 schools across 42 field directorates – comprised professional development workshops and facilitation sessions, which focused on the following queries available through EMIS: Drop-out, Teachers Attendance, Students Attendance, Teacher-Student Ratio, Student Achievement Ratio, and Classroom Behavior. The latter shed light on the correlation between the behavior of students in the classroom and variables such as age, academic achievement, students’ absenteeism, and gender. At the end of the professional development workshops, the principals and their team of leaders put together an action plan, which the Expert Trainers/Coaches later followed up on. This action plan included prioritized indicators according to each school’s needs and challenges. By the end of the program, ASK had directly enhanced the competencies of more than 2,800 teachers and school administrators.

  1. Training of Trainer Program / Mentoring and Coaching

To effectively roll out the Data Use for Decision Making Program to the rest of the schools in Jordan, ASK Expert Trainers/Coaches conducted a Training of Trainer program for more than 500 selected Ministry of Education teachers and school administration staff. These participants were selected from the previous professional development workshops, who exhibited outstanding ability to roll out the program to other schools. ASK enabled these participants to become effective trainers, mentors, coaches and facilitators for other school community members across Jordan. ASK also further enhanced their technical knowledge and skills on the Data Use for Decision Making Program. To this effect, these participants in turn effectively and successfully trained 3,398 schools across Jordan. Moreover, during the roll out phase, ASK conducted field visits to observe the trainers to ensure that they were transferring the right attitudes, skills and knowledge to the schools.

  1. Onsite Support: Mentoring and Coaching

ASK’s Expert Trainers/Coaches conducted on-site support activities to the 568 trained schools, aiming at providing realistic solutions to address emergent problems, transferring the impact of the training to the ground, raising the participants’ efficiencies in the workplace, ensuring the achievement of training objectives, and determining the number of problems that were addressed based on the action and procedural plans that have been prepared. The Expert Trainers/Coaches also followed up on the school leader team to provide the necessary support to carry out the action plan drafted earlier.

  1. Monitoring and Evaluation

To ensure effectiveness of implementation, satisfaction and understanding of the program, ASK conducted studies through the use of satisfaction surveys provided to all participating beneficiaries. Qualitative data was then collected and analyzed, and conclusions and recommendations were provided to the USAID.
